One of the better shops up here starts students off w/o a BC, lets them get used to all the other doo-dads first.
I like that idea, though it is hard to do with those quickie courses.
After the basic skin diving gear (mask, flippers, wetsuit, weightbelt), my vote is for a nice regulator. If yhey're on a single tank & weighted properly, needing a BC isn't that much of an issue.
