Where would you put Marine Protected Areas?

Given what you have personally experienced as a diver,

If you were designing a system of Marine Protected Areas (aka "marine reserves" or "marine parks") for Southern California, where would you put them? Please be specific about the geography. And why? What is at that site which makes it worth protecting?

Please give more info than Site XYZ, 'cause it's cool. Why is it important or unique? How would its protection help our imperiled marine resources?
