Does F&G have the right to board us?

I have been reading the posts below. That last time I was boarded, the F&G asked if they could come aboard. They never asked that before and just did it. I know that there are many lawyer people out there that read this board.
Does the F&G have the right to board my vessel and search us without a reason? And can I refuse them access to my vessel?
